Stonewall Union Constitution
Stonewall Union will hereafter be referred to as SwU
Article 1: Leader The leader has supreme authority over the alliance. The leader shall not simultaneously hold a council position. Should the leader position need to be vacated for any reason, his successor will be named in a general election by the membership.
Article 2: Council * Section A: The General has primary authority over the military forces of alliance members. * Section B: The Diplomat has primary authority over communication and trade with outsiders. * Section C: The Home Secretary has primary authority over resource production, colonization, and trade within the alliance. * Section D: Each council member will provide frequent updates and recommendations to the membership. * Section E: In the Council Member's short-term absence, the Leader may assume the Council Member's responsibilities until the member's return. * Section F: Should a council member have a scheduled absence of more than 48 hours, he shall appoint a substitute to act in his stead. Should a council member be absent for more than 48 hours without notice, the council may assume that member's responsibilities. * Section G: No council member or substitute council member shall simultaneously hold multiple council positions. * Section H: Council Members hold their office indefinitely, at their will and the will of the membership. * Section I: Council Members are subject to the authority of the other Council Members.
Article 3: Membership * Section A: All members must possess an account on the Alliance Forum. * Section B: Members who turn inactive without prior notification may be kicked from the alliance at any time, should they not return within a time-frame determined by the leadership. * Section C: Members must seriously consider having at least one colony on any designated core island. * Section D: Members are required to inform the leadership of aggressions against the member. * Section E: Aggressions against active non-members must be accepted by the leadership before they can be carried out.
Article 4: Command and Control * Section A: Authoritarian control is undesirable, and will be avoided where possible. * Section B: The primary means of command and control will be the Recommendation. A Recommendation declares a need within the alliance. Members in a position to fill this need are encouraged to do so, but are not obligated. * Section C: An Instruction declares a need within the alliance, and obligates members to fill this need. Exceptions will be made where doing so will cause undue harm to the member. The harmed member shall inform the person who issued the instruction of the nature of the harm, and request an exception, which may be approved or denied. If denied, member may appeal. * Section D: An Order declares a specific need within the alliance, and obligates the member to fill this need. No exceptions will be granted. Member may appeal. * Section E: Appeals may be raised by individuals to the Council. The council may either grant or deny the appeal, based on majority vote. Failure of the council to respond within 24 hours will be considered a denial. If denied by the Council, the member may raise the appeal to the Leader, who may grant the appeal, or deny it. If denied by the leader, the member may raise the appeal to the membership, who can grant or deny it in a general election. If denied by the membership, the order must be obeyed.
Article 5: Voting and Elections * Section A: Council votes may be conducted in any manner the council sees fit. * Section B: General Elections will be convened for any vacant council or leader position. A thread will be started in the forum, asking for nominations. Nominations will be accepted for at least 48 hours. If there is only one nomination, the nominee shall be elected to the position in question should the nominee choose to accept. With multiple nominees, a poll will be created, and the bottom 2/3rds of the nominees will be discarded until only two candidates remain. Each poll shall remain open for a minimum of 24 hours, or until mathematically impossible for the remaining voters to alter the conclusion. The final election between the remaining two candidates will remain open 48 hours, or until mathematically impossible to alter the conclusion. * Section C: "No Confidence" issues may be raised to retire council members. A minimum of 1/8th of the membership must support the issue to bring it to ballot.
Article 6: Core Islands * Section A: The council may claim islands under SwU banner when a significant amount of members inhabit it. A majority within the Council is required to fulfill the proclamation. * Section B: Core islands are the life and blood of the alliance, and requires all inhabitants (members and non-members) to maintain a high donation-rate, which is set by the council. * Section C: Members on the core islands are required to enforce inhabitant donations, and inform the council of leechers. Only with the permission of the council are attacks on leechers allowed.
